On the Manu-kautilya Norms of Taxation: an Interpretation Using Laffer Curve Analytics
نویسنده
چکیده
High tax-rates erode their own bases, and thereby adversely affect tax-revenues. This general idea, which is referred to as the Laffer Curve, can be traced back to Kautilya's famous treatise on Economics, Arthasastra, and even before that, to the ancient Indian book of laws called the Manusmriti. This paper considers the basic tenets of taxation prescribed in these texts and attempts to interpret the tax-rates proposed for different economic activities using Laffer Curve analytics. In particular, an attempt is made to interpret the core rate of taxation proposed in these works, viz., one-sixth of the tax-base. The implicit assumption in prescribing moderate tax-rates appears to indicate the value judgement that in most economic activities, the negative substitution effect of increasing taxation overpowers the positive income effect, if any, at rather low tax-rates. * The author is Professor at the National Institute of Public Finance and Policy, New Delhi. Estimation of Seigniorage Laffer curve in IRAN: A Fuzzy C-Means Clustering Framework
There are two sources for governments to raise their revenues. The first is the direct taxation levied on output, and the second is seigniorage. Seigniorage is also known as printing new money and is defined as the value of real resources acquired by the government through its power of sovereignty on its monopoly of printing money. The purpose of this paper is to examine the Laffer curve for Se...
متن کاملMonetary and Fiscal Policies and the Growth Laffer Curve: Panel Data Evidences
The present paper examines the mitigating effect of monetary and fiscal policies on the “Growth Laffer curve” (GLC) using a panel data of 38 high income countries over the period 2003-2012. Adopting generalised method of moments (GMM) estimators, the paper finds evidence substantiating the presence of an inverted-U GLC. Moreover, the evidence suggests that the GLC shifts downward by employing e...
متن کاملAn Estimation of Laffer Curve in Iran: A Non-Linear Approach
Laffer curve indicates relationship between tax rate and tax income. The aim of this paper is estimating of laffer curve in Iranian economy. To do so, we have used threshold regression method. Empirical results indicate that since the tax rate is low (the threshold value is less than 0.0848) in two-regime model, tax rate and tax income have a significant positive relationship, but when the tax ...
متن کاملDomestic Taxes and the External
This paper highlights the role of the domestic tax system in determining the economic consequences of an external debt overhang. The analysis indicates that fairly strong, and probably unrealistic, assumptions about the domestic tax system are needed to argue that the investment disincentives associated with the debt overhang are large enough to place a country on the wrong side of the debt Laf...
متن کاملAggregate instability under balanced-budget consumption taxes: A re-examination
We re-examine the destabilizing role of balanced-budget fiscal policy rules based on consumption taxation. Using a one-sector model with infinitely-lived households, we consider a specification of preferences derived from Jaimovich (2008) [14] and Jaimovich and Rebelo (2009) [15] which is flexible enough to encompass varying degrees of income effect. When the income effect is not too large, we ...
